A BILL to amend article seven, chapter eighteen-b of the code of
West Virginia, one thousand nine hundred thirty-one, as
amended, by adding thereto a new section, designated section
twelve, relating to higher education; personnel generally;
and requiring the board of directors of the state college
system to promulgate a rule regarding faculty status for
librarians.
Be it enacted by the Legislature of West Virginia:
That article seven, chapter eighteen-b of the code of West
Virginia, one thousand nine hundred thirty-one, as amended, be
amended by adding thereto a new section, designated section
twelve, to read as follows:
ARTICLE 7. PERSONNEL GENERALLY.
§18B-7-12. Faculty status for librarians employed by state







college system institutions.
The board of directors of the state college system shall
promulgate a legislative rule pursuant to article three-a,
chapter twenty-nine-a of this code that requires that any
individual now serving as a librarian in a library at an
institution under the jurisdiction of the board of directors, and
that any individual meeting this definition who is subsequently
hired, shall be appointed as a member of the faculty of such
institution for purposes of position title, equitable salary,
promotion, and termination. The rule shall provide that
librarians are eligible for all privileges common to classroom
faculty except for tenure.
NOTE: The purpose of this bill is to require the Board of
Directors of the state college system to promulgate a rule
regarding faculty status for librarians.
